NSDL News - June 2010

NSDL has enhanced its facility called SPICE (Submission of Power of attorney based Instructions for Clients Electronically) for Clearing Members to submit instructions (auto pay-in) through SPEED-e facility with two additional features:

  • 'Auto Pay-in Instructions Status Download' to ascertain the status of the instructions (auto pay-in) uploaded through SPEED-e facility. With this new feature, the Clearing Member can view the status of instructions uploaded by him for its clients and will help on conveniently monitoring the pay-in obligations.
  • ' POA Client List Download' to ascertain the Clients registered for SPICE.

DIRECT (Direct Ideas REgistration of Client accounT) facilitates registration of depository accounts activated under the Individual category i.e. Resident-Ordinary, Resident-HUF, NRI-Repatriable, NRI-NonRepatriable and Foreign National-FN for IDeAS facility directly at NSDL.

Further details about this facility are mentioned in Circular No. NSDL/POLICY/2010/0058 dated May 25, 2010, which is posted on NSDL website www.nsdl.co.in.

NSDL will be providing a facility to Users (i.e.Clients) of IDeAS to reset passwords themselves for Users who have forgotten the password by keying-in certain information on IDeAS website. The new password would be sent to their email address registered on IDeAS website. As a preparatory step to the above facility, IDeAS facility is being enhanced to facilitate Users to view / change their email addresses registered on IDeAS.

Considering that mobile companies have also started allotting mobile numbers with either "6" or "7" as the fi rst digit, Participants have been informed that they can now capture in the DPM system ten digit mobile numbers starting with "6" or "7" also as the fi rst digit in addition to '8' or '9'. This has been informed to Participants vide Circular No. NSDL/POLICY/2010/0056 dated May 21, 2010.

NSDL had vide Circular no. NSDL/PI/2002/0346 dated February 26, 2002 informed its Participants about the procedure to be followed in case of termination of franchisees. Participants are advised to follow the procedure as given below for discontinuing depository services from any type of service centre (branches, franchisees, collection centres, drop boxes or places called by any other name from where depository services are provided):

  • Advance notice of atleast 30 days about discontinuing of depository services to be given to all Clients, who are availing depository services through such service centre.
  • Clients who are being provided depository services through such service centre should be informed about the alternate arrangements made for availing the services.
  • Information should be given to NSDL about discontinuation of depository services from such service centre atleast 30 days in advance.

This has been informed to Participants vide Circular No. NSDL/POLICY/2010/0049 dated May 10, 2010.

NSDL has informed its Participants about the procedure to be followed in case of acceptance of proof of date of birth for minor clients.

Participants have now been informed that they may accept a photocopy of birth certifi cate instead of attested or notarized birth certifi cate as proof of date of birth for minor clients provided the same is verifi ed with the original. However, in case the client submits an original birth certifi cate, Participant can accept the same as proof of date of birth.

This has been informed to Participants vide Circular No. NSDL/POLICY/2010/0051 dated May 13, 2010.

SEBI vide its letter no. OIAE/3959/2010 dated May 6, 2010 informed NSDL about upgrading the investor grievance redressal mechanism to a web-based centralized grievance redressal system. SEBI has therefore advised the Depositories to provide certain information about its Depository Participants in the prescribed format including the details about Compliance Offi cer's name and their contact details and Service Centre details of the Participants.

NSDL will provide these details to SEBI as available in NSDL records based on the details provided by Participants. Participants can view the details of their Service Centres as available on the NSDL website (www.nsdl.co.in). This has been informed to Participants vide Circular No. NSDL/POLICY/2010/0052 dated May 13, 2010.

NSDL conducts training and certifi cation programmes for Participants to increase the availability of trained personnel for depository operations. In May 2010, such programmes were conducted in Agra, Ahmedabad, Bangalore, Bhopal, Calicut, Chennai, Dehradun, Jaipur, Kochi, Kolhapur, Kolkata, Mangalore, Mumbai, Nagpur, New Delhi, Rajkot, Surat and Trivandrum. 1,521 persons attended the training programmes conducted at these locations.

NSDL has informed all its Participants that pursuant to the closure of Participant operations by HSBC Securities and Capital Markets (India) Private Limited, its certifi cate of registration as a Participant of NSDL has been cancelled by SEBI and it has ceased to act as a Participant.

This has been informed to Participants vide Circular No. NSDL/PI/2010/1010 dated May 11, 2010.

Three more Participants have subscribed to the SPEED-e facility:

  • Shriram Insight Share Brokers Limited (IN303809)
  • Nirmal Bang Securities Pvt. Limited (IN301604)
  • Guiness Securities Limited (IN302898)

Clients of the above mentioned Participant can now avail of the facility of submitting various instructions through SPEED-e facility.

This takes the total number of Participants who have subscribed to SPEED-e to 97.
